Author Leigh Bardugo says that writing short stories is a totally different process and experience for her than writing her fantasy novels. Her short stories for anthologies or as companion pieces for her novels put a demand on her to express what story she wants to tell more quickly. And instead of outlining them before writing, she tells them out loud and goes from there.
